He's the oldest of the reveled cylons and either they killed the real Tigh on New Caprica or he was one of the cyclons in those tanks 40 years ago. I'm pretty much sold that Kara is not a cylon for the it being way, way too obvious. I don't think Kara is old enough to have been that girl. However, you're right in saying it's way too obvious for Starbuck to be a Cylon. Not only would it be a failure of imagination on the part of the writers, but I think all the fans would be profoundly disappointed as well.
